Former Mascouche general manager Luc Tremblay, contractor Normand Trudel and engineers Andre de Maisonneuve and Rosaire Fontaine each entered guilty pleas in connection with a 2012 UPAC investigation.
Raids that year lead to the discovery of documents that detailed a system of fraud, kickbacks and corruption under the late former Mascouche mayor Richard Marcotte. The plan included price fixing and rigged contracts. Prosecutor Pascal Grimard alleges the defendants tried to influence city officials with cash.
The four will next appear in court for sentencing. 13 others were also charged as being involved including construction magnate Tony Accurso, whose name has come up on several occasions in connection with corruption cases across Quebec.
He's due back in court at the end of the month and his trial date is expected to be set at that time.
