Government figures show in the past year average Quebec emergency room wait times have dropped by two hours.
But, the Montreal Economic Institute says most people are still waiting a long time, adding the delays could be cut by using more private companies, pointing, for one, to Germany.
"The difference is, first they have activity-based funding, so, the hospitals are not penalized if they treat more patients. And the second thing is they have within the universal system private providers, so they have hospitals that are managed by private for-profit companies", said the institute's Patrick Dery, who spoke with CTV.
The Couillard government has opened two dozen so-called super clinics aimed at increasing access to doctors and cut ER wait times.
