More than two-thirds of Quebec municipalities still do not have an updated emergency plan, according to the Department of Public Safety.
The Department has been working on a new framework to better prepare for the worst, such as the floods last spring.
La Presse reports that the Department has been unable to provide a list of municipalities whose plans are not up to date.
While the cities of Montreal, Laval and Gatineau each have an emergency plan, they apparently refused to share the sections of their plans that specifically address flooding.
Public Safety Minister Martin Coiteux hopes to adopt an emergeny action plan by April, to better respond to such incidents. That would give municipalities about one month to review it before the ominous, one-year anniversry of last year's destructive flooding.
