Montreal's mayor said the Caisse de Depot et Placement's plan for a commuter rail project needs to be and will be a reality.
Denis Coderre added it has to come to fruition despite opposition from Quebec's environmental board.
The so-called BAPE, he said, is not the Pope.
During recent environmental hearings, the board said the project lacked information and could not take a position on the plan by Quebec's huge penson fund manager.
Coderre insists the 5.5-billion dollar project is vital to the city's public transit system.
The fully-automated 67-kilometre electric rail line would connect two dozen stations going from the South Shore to Montreal's Trudeau airport and to the West Island as well as Laval.
It would run seven days a week.
