The Montreal public transit authority has continued to issue fines to passengers who fail to provide proof of payment, despite a court ruling last year, that deemed the regulation unconstitutional.
In 2016, Judge Randall Richmond said the rule, which requires passengers to keep their ticket on them at all times, violates their right to the presumption of innocence. However, the STM has continued to issue fines while they appeal the decision.
According to data obtained by the Journal de Montreal, STM Inspectors handed out nearly 3,000 fines of $150 each, during the first eight months of this year. That amounts to a total of $447,000, representing one-third of the total fines collected this year.
