The Quebec Lifesaving Society says it should be mandatory for boaters to wear life jackets.
It says if the federal government ensures such legislation, it would save 20 Quebec lives, minimum, a year.
An 18-year old kayaker who fell and drowned in Lac Saint Louis this week apparently had a jacket, but wasn't wearing it when his body was found late Thursday.
It seems boaters, kayakers and people on paddle boards remove their jackets once they're in the water, especially when it's really hot.
"You know, the answer why all the boaters they don't want to wear life jackets? Because they don't think they gonna fall overboard", said Society spokesman Raynald Hawkins.
A coroner will investigate drowning near Centennial Park in Beaconsfield.
33 people have drowned this year in Quebec, nine more than in 2017.
The overhemingly majority of the deaths were men who weren't wearing life jackets.
Three men have died in Lac Saint Louis just in the last week.
